I find it hard to believe that CT would require the seller to have an attorney, nor to have any sympathy for a seller who chose not to use one, if there is a dispute.

It's good you found a resolution, however I would take what @Charles M. said to heart.

For example, the disputed redemption statute for improvement values does not use the words or even imply "mandatory binding arbitration."

I am re-disputing it because while American Express was in my favor they said that 'stripe' the payment processor was not and Brian also was not willing to refund me, so they asked me to re-write my case so they can have a closer look.

Also educate yourself on your states specific laws regarding landlord/tenant disputes.

You become the conflict resolution mediator, which may not be a role you want to have, but it is better than tenants turning in their notice.

If so I wonder if this could potentially be a probate dispute, not fraud?
