When I am looking to buy properties, I have to walk through personally to not only see the aesthetics but also the systems and layout which are hard to evaluate from pictures.

When evaluating MTR markets I would always start by searching Furnished Finder and Airbnb/VRBO (30+ day stays) to get a good sense of what is out there on the market already.

Honestly, the screening part is the worst and effectively demands landlords violate fair housing by requiring that you evaluate things like evictions "holistically" (i.e. preventing landlords from having consistent policies that treat each applicant the same.That being said, the bill is better than the original version at least.

The idea of asset protection planning, is the same deal as what everybody is talking a bout regarding what business structures to use, should I get insurance, how much coverage, what type of entity etc.

It is the capital, but I've heard that rental evaluations aren't as strong there compared to Huntsville or Birmingham.
