If you dont have a contractor lined up before you buy anything , you will be waiting months before you can start work just looking for a contractor . 

OK so basically you were a bird dog and then a contractor for them.

Specialized policies, contractor recommendations, tenant screening, lease agreements, utilities, and exit strategies are also important.Good luck!

But to sum it all up my new jersey properties where slightly out preformed by my out of state properties and it took longer for me to really be able to enjoy true cashflow from my NJ properties. 

Getting multiple contractors involved will be your best bet to get a reliable estimate, though you need to come up with a scope of work.
