Basically looking for someone to pick up the phone and validate. 

We had a couple phone conversations and I feel the way he conveyed the image of what they do to be very misleading. 

This may be more suitable for a phone call, happy to discuss.

Since he changed it to his name and he has changed the business email password and has the business phone they won't do anything.

I’d then deposit the, still sealed, envelope into a USPS mailbox.

You have to personally go to their village hall to order the inspection (they won't do it over the phone) and then you have to go back and personally be at the property for the inspection.
