I would expect it to read that when a tenant requests a repair, they are obligated to provide access.If that is the case, then I would send the tenant a polite, registered letter reminding him he is in breach of his obligations as tenant and informing him that if the behaviour continues you will have no alternative but to terminate the tenancy.Things should have not been allowed to get this stage and this tenant is likely beyond training.  

Additional: I just called my HVAC contractor, they reminded me they were out last month and replaced a part.

Remind him this will damage his credit score.

Remind her this is older home is in the same condition when you looked at it and rented it.

I would like to have help finding properties (web pages or other strategies to find them) , help making a portfolio to show a bank when i find a good deal, access to banks and places that offer money for flips, and someone to review/remind me of things i might forget being new to investing.
