We are all making educated guesses in our (noble) attempts to interpret the new law. 

Not sure that is still true, but at one time they used to say UT Southwestern had more Noble Laurates than any other university and also name all the other prestigious science awards too.

There’s a great book on how American Government has shaped these communities with its laws written by Richard Rothstein called Color Of Law My ancestors could not even qualify for an FHA loan imagine that and in top of that could never move to the burbs and instead had to live in the commercial zone areas.
