Paint the basement floors(gray is nice) and walls(white) (use DryLok on the walls) and spray paint the ceiling with flat black.

This would be far too deep into the gray area for me personally, but I would definitely explore it with a managing broker and perhaps even a RE attorney to make sure you have your bases covered if you decide to go this route.
