The irony of the 1% "rule" is that those who could even use it effectively don't need it, ie if you need to spend more than 30 seconds thinking about whether it fits the guidelines you're probably not educated enough in RE to use it anyway. 

@Lewis Kerwin, based on those pictures I'm guessing the PM has a dog in the race aka that they stand to profit from the re-paint they propose.

In the future you can always look at borrowing agains the equity to fund future RE investments.

I would suggest calling around to RE brokerages and asking for recommendations for local PM's and see if you get any new companies.
