I see them talking on the latest smart phone, and I see their trash can is full of empty beer cans and cigarette packages.

That includes (but is not limited to), paper towels, sanitary napkins/tampons, flushable wipes, diapers, paper towels, fish, or smoking materials/ cigarette butts, or bandages.

The fire was caused by a cigarette left on the sofa.

There were burn marks in the cabinets from cigarettes (it was a non smoking house according to lease),  there was red something on the light colored carpet,  the ceiling fan in master bedroom was broke and hanging from the ceiling by its wires, there were hundreds of nails in the walls for nick nacks and pictures, the natural wood wainescoat in the dining room had crayola and finally the back door frame and stud was busted. 

Not only was she not nice but she didn't take care of the property in that there was garbage in the yard, cigarette butts, etc.

I'm sorry I don't have a definitive answer, but I do have a clause in my lease about fines for smoking in and around the unit and for cigarette butts found on the ground. 

I hate pop, cigarettes, alcohol, and tylenol....all of which kill people every single year.

there are no Asian ghettos or D or F class :)   Same with small sports bar I have one at the division of our neighborhood from resi to commercial and I own the land right across the st.. the lot which is 20k sq ft I have on the market for 600k... and some one will build a 1.2 to 1.5 mil home on it.. so I don't think the sports bar fits either.but the rest certainly do.. also if the convenience store is bared and bullet proof glass and you can buy single cigarettes..  

They have a car they haven't been able to get cigarette odors out of.I checked a couple companies online for air duct cleaning and they were saying around $700?? 

I saw people spending all their disposable income on alcohol, cigarettes, and at the casino.
