This is just another  " scam" by the city , just like Cleveland for one purpose to raise money they do not give a dam about the kids .  

I caulk the entire perimeter of the dishwasher space with silicone and create a silicone dam across the gap between rear of cabinets and the back wall or base.

Some inspectors  miss inspections  of flat roofs screws sticking up ,flashing is missing or done  wrong  a big one .Trying to turn a C to a B seems dam near impossible with the type of folks you are dealing with .

Maui and Palm Springs are always good places for a rental, and we've seen quite a bit of success for homeowners even with more seasonal rentals in Park City, Beaver Creek, etc.
