It essentially works as an anti-flip tax. 

That said, voters could finally get tired of the current city leadership and replace all of them with people who are not anti-business.

Governments (and residents) across the state are extremely anti-development, artificially limiting the supply of housing, keeping prices the highest in the country, and preventing anyone but the wealthy from buying a home.

Reason being is because the investment environment is too anti-business and anti-capital.

As is mentioned above IL is overtly tenant friendly and anti-landlord really. 

It seems like a better way of characterizing that is anti-Landlord.  

That is the end goal of #cancelrent, to bankrupt the small property class out of the market, since they are all the last line of defense against corporate developers.If this sounds too tin foil hatish, track down every anti-landlord/pro-cancel rent article--especially in publications like Curbed NY and Gothamist.

They do their best to promote your businesses side of things, but i am guessing, like so many things, lobbyists can only do so much when public sentiment is strong like it is for anti landlord sentiment.
