Actually it would IMPROVE MOST banks, because MOST banks did NOT undertake such risky actions, and those taking $ out of banks, will seek the new ones to place it with, to diversify into, to get away from risk and REWARD those good operators. 

Grading the property, putting in all utilities, roads, curb, gutter, sidewalks, etc. is a huge undertaking, and can put you over budget very easily if you aren't on top of them all the time.Knowing nothing about the process, having to rely solely on others to develop the project, and bring to fruition would take a lot of faith in someone.
