I stayed patient because I knew her non-paying run would eventually end.And what did she do, left the property in such a trashed state that that a junk removal service told me it's going to take at least 2 full trucks to clean the place out - and it's going to need a top to bottom remodel.

Flippers who show they make safety and energy effiecent changes as well as install beautiful granite, etc...and seem like nice, decent people...would probably give an appraiser the confidence to appraise on the high end of a range.

If you ever find yourself under contract on another property with an FPE panel, I'd recommend having the seller replace it prior to closing as it's a well known and documented safety issue; textbook inspection objection item.  

And that would give you a margin of safety.
