Not only does the buyer still have to pay full price, appraisal fees, inspection fees, etc. now they have to pay their own broker. 

My wife and I were under contract for a great house in Bella Vista last year and decided to pull out of the deal after the inspection.

You still need a downpayment, closing costs, inspection money, repairs.

To own a rental property in Cleveland you must have a register property manager that lives in the county, you must register every rental unit, you must have HVAC inspection, and you must have every unit lead certified.

When you buy a tax deed you have no idea of the condition and you do not get to inspect the property.  

You can even sweeten the pot by telling them they don't have to clean, and you will hand them their deposit on the day of move-out after a 10-minute inspection to verify there are no damages. 

You are competing against cash buyers, as is close in a week vs you are closing in more than a month, appraisals, inspections and now this tenant issue.

There is no 30 day close with a 21 day inspection period haha
