Tenants can invoke the protections under the CDC Order only if they give their landlord a signed declaration and truthfully state that they are unable to pay their rent for a COVID-related reason, have tried to obtain rental assistance, have made their best efforts to pay partial rent, have either received a stimulus payment or will make less than $99,000 this year, and eviction might leave the tenant homeless or forced into a group living situation.If there is no signed declaration, have your friend contact a local attorney to walk through their options or to talk to someone at the county court about what steps they need to take to evict a tenant.

Even if you discover homeless drug addicts have broken into your rental, you still have to follow the law to remove them.I suspect the Property Manager was alone on this.

What I absolutely never agreed with was the tone that was trendy for a bit which was blatant bashing of SF Bay Area and crutching those “Bay Area exodus” arguments - using clickbait articles- on climate change (forest fires), homelessness, pandemic and high cost of living.
