Los Angles County rents and housing prices are so disconnected from median minim wage and average base pay.

This appears to be a disconnect at the local government level.  

You need to design your plan based on a series of steps, with each step leading to the next...not a series of individual, disconnected deals.You can't state, "...after determining the equity in my homes..." as the way to connect steps, without KNOWING what that equity must be to move forward into your next steps.Finally, (actually there's more, but...) you haven't stated what your financial position is at the start.

Turn off the shutoff and see if the meter stops.I actually had a meter that would spin non stop, both sides where disconnected and it would still spin and no water was going thru the meter.
