I would be beneficial to determine if they are other aspects of the property that make it a worthwhile investment (tax, appreciation etc). 

If there are certain areas that you're looking where there aren't any four Plexes, consider building one.

You know a similar thing happened in Kansas City (more specifically Jackson County, MO) regarding property taxes in 2023.

There are some programs through local government systems where you may be able to receive a tax abatement or grant here in Michigan in an effort to help beautify a neighborhood.

I own 2 STR units in condotel buildings in Waikiki, both are doing very well.

As you suggested, meeting with local investors and people in that community can be a huge bonus in terms of building your network and finding deals.
