Be sure you are familiar with Fair Housing, and Anti discrimination rules!

While I very respectfully disagree with @John Clark that Illinois itself is, as of today, anti-landlord -- it may trend that way (if some current state legislators have their way) and Chicago and Cook County currently are not particularly hospitable to landlords.

Wearlayer for residential doesn't need to be higher than 12 mil and a 6 mil will do ONLY IF you have a better scratchresistant finish on top like an Aluminum Oxide or a Ceramic Bead.

In many areas, I think it must have more to do with anti landlord sentiment than it does with tenants' actual ability to pay.

I don't recommend Seattle due to the very anti-landlord climate as well as various other reasons. 

First try installing one of the anti-allergen air filters, see if that works before spending a bunch of money.

Like you said, maybe it is time to move out of Buffalo.Some years back there were anti-flipping rules that said you have to own the house for at least 3 months before you sell.

Additionally the anti-government grouping, which has arisen just eat of Las Vegas, in the last few years; it has set up efforts to gain Idaho people, as followers of this movement, with said leaders are now based in satelite towns, near to Boise.
