I'd thoroughly clean with TSP or something to break the stain then paint with oil based Z-Prime or oil based Kilz.

Hair can be considered a bio hazard in some areas.A bad haircut will not be on you but they need to carry a liability policy for the traffic in the shop.They will also have unique plumbing requirements, check with P&Z or Building Regs in your area.

So when I work with someone I look at probability of a project funding and closing.If they meet x,y,z criteria then chances are high of success.If they fall into other categories the chances of success are very low.There are exceptions but you run a profitable business by sticking to what works the most.Everything you do needs to bring a quantifiable return on time equaling money.I personally like to run my business working with serious individuals and creating a lasting lifelong relationship.You learn their expectations and vice versa and create a team with great results.I do not work residential.

Lynn Z,I am not sure if your question was ever answered, but in THEORY, there could be a number of reasons why an Investor(s) may bid so high on a property (see below).POSSIBLE REASONS---Again---POSSIBLE REASONS ONLY:They have researched the value of the property and realize that it is worth it: to bid so High/bidding that High/making that kind of Investment, or DEPENDING on the State/County, the Investor(s) realize the owner or anyone who may have an interest in redeeming the property is less likely to do so (that is, less likely to redeem it)----or,It may very well have been a scare tactic (to distract the competition).
