To get a better return, look at some of the more up and coming neighborhoods mentioned above (Avondale, Albany Park, Irving Park, Edgewater, even Jefferson Park etc).

Sure thing I just did a fourplex in Jefferson city part of LA and since it was 1.04M it required approx 10% down since VA loan limits in LA county is 636,150.If you're looking in Ventura and LA county the limits are 636,150 even for a fourplex (VA takes the highest conventional loan limit for a 1 unit home or SFR (single family residence)).If you find anything above this you'll need 25% of the difference similar to my last experience.Also VA has done something different lately:- to use rental income from the 3 other units the guidelines did state the veteran does need rental income experience but they left it vague as to what their definition was (can get creative possibly?)

But due to current market being as it is now, its hard to find properties which are not over priced at least not on MLS...off market properties sure if you can find one...I would suggest looking into areas which are still a bit affordable like Albany park, North park, Jefferson/Portage park and may be even Irving park...FHA 203k loan process was long but I was able to close the loan.
