I have gotten financing for Baltimore rowhouses that have boardups nearby - the stipulation I got from the lenders was there cant be an adjacent boardup, but further away on the same block was ok.

You could look at other nearby rentals and average the rent/sqft of these listings then multiply this number by the number of square feet of your home to get another estimate.

I've been to Phoenix, Scottsdale, and the other cities nearby at Arizona and you are definitely right that it is much cheaper over there.
