However, it's really hard for me to feel sympathetic towards their attitude when I look at non-rent controlled buildings that I rent to blue-collar and immigrant families who are working really hard to get by, but they have a totally different attitude when it comes to the landlord tenant relationship. 

There is a large influx of Spanish immigrants moving into the neighborhood, so I can feel I can charge  A higher interest rate for someone with poor or no credit.

Not from the landlord side but the tenant side as I am an immigrant.

You cannot discriminate based on national origin or immigration status and doing so will get you in serious hot water. 

In others, it's illegal to rent to illegal immigrant (assuming that someone without a SSN is illegal). 

Millennials, but also boomers downsizing and immigrants who have a much higher preponderance to rent early in their transition make up a significant portion of the renter population and are continuing to drive the rental market.  

He was also a first generation immigrant.

I think the situation was different in the mid 90's when you could rent a place in Park Merced with section 8.With regard to quality of tenants and I can only speak for the russian-speaking immigrants I know who have section 8 -- they tent to be older, retired or semi-retired and will probably skip a meal first rather than be late on rent :)
