Prior to becoming an agent, I had a successful career as a Special Ed teacher working with children with Autism at the New England Center for Children in Southborough, Massachusetts. 

Its not just Detroit  ... were you cannot buy homes for under 10k... is basically most of the west coast.. prime east coast.. new England type locations.

@Joseph Ball, the taxing authority for property taxes in in MA and NH, and in fact most New England states, is the town. 

In New England where I am originally from it is customary to collect at lease signing, first months rent, last months rent and security deposit.

My father was born and raised in England.

Once, when I was in a tight squeeze, or actually standing in the basement up to my knees in water in the middle of New England winter and my usual money guy was on vacation out of reach and I did not have immediate funds, I decided to stay as calm and persuasive as possible and find a contractor who could help me fix flooded basement and who was well off in his business that he was not desperate for the money to feed his kids.

In New England, you will see tons of them, they are very popular. 

My hubby had a rental property in England on which he paid interest only for a number of years, and did quite well by appreciation when he sold.
