I will return to school in a few weeks (I'm from Wilmington, Delaware), and will want to hit the ground running.What would be the first few things I should focus on?

Nevada & Delaware Are good choices.

The subdivision is a newer development w/ new houses still being built for $300K, give or take $10-20K for size/features.I would imagine the neighbors who live on this cul-de-sac would like to see this house fixed up; the neighbors in the development would want this house repaired for property value/affect on sales.Who would I talk to about this house?

I have family in Stamford and De Leon.

That is, can you ask some questions and identify whether a person is going to be in your category of motivated seller for whom you can solve a pressing problem, and if they don't fit categories A, B, C, D, E, F or G you know you probably need to move on?

I personally wouldn't buy a lot unless I know I can unload it fast and it has characteristics that would make it move fast (great view,cul-de-sac,nice big lot,etc.)

What I meant was that I suspect you learned to be calm in stressful situations, deal with conflict, and de-escalate the situation when need be.
