Did you walk the house to see why the records are different (ie did they finish a basement and add a bathroom, den and bedroom)?

Hello Andy, if your 1st property is finished you will be able to pull 75-80% of the market value out of it, if you have a minimum of a 660 Credit Score you can get a DSCR rate which will be in the high 6 to low 7% range.

That's a little easier.Go to Redfin, find 3 properties that had a short DOM that sold recently that are comps in your market, look at the level of finish and design layout and make yours look like that. 

Like @Joel Forsythe said, have written proof of his refusal to complete and even print yout emails and texts showing that you continually requested him to finish up.Then get someone else to finish and let him sue you in SC for the balance.

I want to pull cash out to consolidate debt and fund another property (Not listed above due to being in LLC) I just finished renovating until it is able to fund its self.

I told him what day I expected to finish the rehab and to contact me at that time and I would treat him to a burrito and beer to discuss local RE.  

I wanted to get into buy & hold real estate once I finished college.

So I started these last 2 flips and finished the renovations within 45 days.
