I think those are the characteristics of an agent you need to look for. and also someone who is actively investing who can really give you some insight and advice.  

Also, FEMA has a document that discusses some of the different elevation options for a property based on housing characteristics and Flood Protection Elevation (FPE).

These are people who share motivational characteristics of people ready to sell, but haven't yet done all the work they think they need to list property.
