It may be you have a multi-family and a different tenant has clogged the system causing it to back-up in other units so, I would refrain from jumping to any conclusions over who caused it.

@Mike Imbriglio if you can get it for that then good for you, I still have my doubts but I really appreciate the updates, as it will help follow this story to one conclusion or another, heck if it fits my profile I might even buy it. 

I came to that conclusion myself, after reading and reading again every pub from the irs I could think if.

The conclusion was to get the big players, the large multifamily units, take the lead.

How did you come to the conclusion that there aren't many multifamily properties there?
