I have some experience at this.what we did when we were buying SFR rentals was:1. new pex piping 2. new roof3. new HVAC mechanicals4. new waste line to the street. ( number one call we would get was backed up plumbing from root intrusion)5. upgrade electrical panel and wiring as needed.So we would look for homes were we could do these things the first month or so of owning them then put them into service.

If it were mine, and it was fresh water I'd use a gas powered water pump (rental), let it air dry with open windows and figure out why it had water in it.If it's black water I'd have it pumped out by a company, and then the area would need to be sterilized.Then fix the water intrusion, then address any mold issues.https://www.homedepot.com/p/rental/Wacker-Neuson-Gas-Water-Pump-1-5100013999/309392462

I know of some investors that are targeting these HOA litigation situations with condo's and townhouses. in our market it is usually siding and water intrusion lawsuits.this creates a lis pen. the properties values drop like a rock.. these investors are coming in and picking up the properties for pennies on the dollar subject to the litigation renting them then waiting the litigation out..
