From looking at photos, and visiting the property, I could tell it would definitely need work: new siding, some roofing work, interior touch-ups, etc.

Hardwood floors throughout, but needed some light touch ups.

Before I started being disciplined about that I'd get a house back and couldn't remember what color/sheen I had on the walls for touch up, so wound up repainting the whole room. 

It needs a little paint and touch ups - unit 2 needs a facelift.

The only projects remaining include the entire master bath, painting the exterior and some various touch ups that aren't really a factor.  

Can anyone offer any insight regarding approximate costs for basic reno (refinish floors or put in laminate, paint, fix drywall, touch up bathrooms/kitchen) to make rentable for a 3/1 rowhome of approximately 1,000 sqft?

I dont think you can justify cost to fix nail holes and marks on walls, as thats usually considered normal wear and tear and usual turnover costs include having to touch up and patch nail holes. be sure to include send a letter to tenant with a copy of the expenses and ask cleaner to note excessive dirtiness in kitchen on their invoice along with the remaining balance.
