Plymouth County, Ma Triplex would you buy?

What would you be concerned about?

I found a triplex in Plymouth county. I offered 430k . It needs a little paint and touch ups - unit 2 needs a facelift. Only one unit is rented ($1000 taw) , the 1st and 2nd unit was owner occupied. Rents in the area are good ( 2-3 beds could fetch $1500-1800). 49% of the population are renters. It’s in a high risk flood zone (the sellers say the policy can be transferred - grandfather, current premium 2900)I would owner occupy for a year or so and rent out my unit once I leave... would you invest?
