You want to know if it is discharging, because it should never discharge unless it goes bad, the thermostat goes bad, your house prv goes bad, or your expansion tank goes bad.

You can install locked/programmable thermostats and include penalties in your lease for abuse ($25 fine per occurrence of a window open more that 5 minutes when the heat is one etc...)Hope this helps.
