Do THESE do anything? Thinking about one for my own home?

Yes they will work. We use them all the time in commercial applications. It will allow you to get more hot water out of your tank type water heater if you find you are running out.  Because they have a thermostatic element that adjusts the water temperature you may notice some temperature variation, especially depending on what other fixtures are being used in the house.

These are used to limit the top temp of the water that comes out of the tap. This prevents burns if you have little ones. I could see how you could up the temp of the hot water tank this would "water down" the hot water coming out giving you hot water at the tap for a little longer. But I doubt that would be worth the additional cost of gas compared to the length of time you could run the hot.

@Stanley Parsley is right I have seen them used with a solar installation as well to introduce the pre-warmed water to the hot water tank to reduce the utilities cost.

Yep, we have them on our solar hot water installation. We have this one from Caleffi (I think). (Which is what @Stanley Parsley said.)

Solar hot water can get well over 120F in summer. Code requires that we have these mixing valves so the water in the pipes is no hotter than 120F.

By increasing the temp of the water heater uses more fuel to heat.  This may cost you more in the long run to maintain a higher temp.

The valves apparently allow you to increase the temp of the heater, with the mixing valve adding cold water to lower the temp to a safe level. This allows more hot water overall.

I do not understand what the function is explain the premise and I will try to determine if it is a scam or not. Something to consider if the water heater is an older unit - a new gas/electric/propane instant on water heater isn't a bad idea. I have one in my house and I am a fan of long showers and it never runs out - until you are out of propane...
