basically this guy is trying to play you because he either-does not have the money-is doing something or has someone in the house he does not want you to see.call his bluff, send him notice and post it on his door the day and time you will be there for the work, if he refuses access then evict him.  

The area is blowing up, you can walk and bike everywhere, close to public transit, downtown Oak, SF, Walnut Creek, drive down to South Bay if necessary.
