Just like you wouldn't want to invest in a town with a single factory that employs everyone. 

The key factor is you need to take the steps to ensure it is encased or you need to remove it.My own house has asbestos impregnated tiles in the basement.  

The more you have built in the factory the less work done on site.

Another factor is their discount scheme on paint might be different for sherman williams than other brands, I do have 55% discount on Glidden, but I only have 10% discount on dunn edwards and frazee.

I think one major factor is the soon to be completed Solarcity Giga factory.  

They can only raise the rate on the parking meter so high before the intestine stretcher at the Polish Sausage Factory wont park there anymore, so I guess they've moved on to double dipping landlords to pay for their "nuclear free zone" signs!

For me a waste of time is more a factor of making nothing than spending nothing. keep in mind the actual profit also accounts for the cost of money borrowed, making the amount borrowed immaterial assuming all calculations are correct. the only other factor is time, which may or may not be correlated with costs of the project.
