I would build it in Google Sheets to keep it in the cloud and readily accessible from your phone & desktop.

We call those 2055 driveby's or desktop valuations if they are done by an appraiser but for us at least, a BPO is done by a broker/agent.Maybe i'm not understanding your question? 

I am always on the go, so for me a mobile app works great, but some people like the convenience of desktop applications.
