The prosecuting attorney seem to be more in favor of tearing the property down possibly at the cost of 6500$.

I am not sure if they used an attorney to review.

I also spoke with a landlord/tenant attorney over the weekend, who confirmed the same.

Almost all contracts have a due diligence period, are subject to financing, subject to inspection report, and anything else the buyer or his attorney can throw in.  

You could also contact a local attorney - but that is probably pointless early in the process if the city rules it out.

We have a few sellers we are working with in these areas and we are working with our attorney on how to handle this. 

Call your closing attorney and get them to run numbers for you on projected non owner occupied taxes. 

I think many can be easily overcome like finding an attorney and contractors in the area, but the most interesting challenge I can think of is how to hire someone to deliver late payment notices one day a month.
