Now, I'm imaging a scenario when every one of these tenants move out that I'll be paying their entire security deposit + interest even if there are damages beyond normal wear and tear. 

As a civil engineer I would recommend finding an engineer that has done work in this region before. 

That only works with smaller, desperate PMCs.

@Maurice Smith 2nd vote for RL Management.Regarding owner payout timing, it's easier to pay sooner for Class A rentals, because the tenant payments are more consistent.As you go from A to B, to C, etc., tenant payments are LESS consistent, so many PMCs opt to pay owners later.

And that would violate your tax payer requirements of the 1031 exchange. 

I have a builder that is constructing 2-4 units in Fort Wayne.

If you needed the money ASAP that won't be super beneficial. 

TN markets are still pretty free market so even if you do get cancelled there will be alternatives.
