Of course, the best way to have total control is to really DIY the thing, scout your own props, manage the rehab, managed the tenants - but then you lose passivity completely.

Ok so my question is....when scouting for properties all over the glorious internet i usually might come across a deal from another investor with a property for sale on one of these third party site like Craigslist, Offer Up, etc.

Sounds like the first step is finding a solid agent (or two) in your area that can help you scout properties and get a better idea of what is actually feasible.

Won't nickel and dime me in terms of property visits and scouts, repairs, project management etc.3.

I'm hesitant to sign up for another mortgage, I know nothing about real estate in Sacramento (said family member has a few properties there and would be willing to help scout a property) and I'm worried that buying now (or even in the winter time) during a time where real estate prices are inflated would take even longer to build equity in the future.

I started by driving for dollars to look for properties and scouting potential investors by going to local real estate meet up groups and even going to auctions and sheriffs sales.  

I plan to go scout out that area soon.
