In flipping, the velocity of money is extremely important - if you can recycle the same money through 4 or 5 deals per year, it increases your ROI exponentially over only reusing it once or twice.  

It is one way to stay busy screening recycled leads?

I wouldn't just give out money unless my lease states I would refund the current months' rent--- you don't want to give out money and tenant think they can milk you for more money or try to use you giving them money as you admitting liability to get more money out of you/insurance.As for what to do, sorry I can't be of much use there.
