At the end of the job she refused to pay the final bill stating, "i am disputing the bill so I do not have to pay all of this". 

They end up getting in a dispute and the electrician feels like he should keep $3500 after 6 weeks of getting 10% of the job complete.

Unforeseen incidents such as differing site conditions are not the fault of the owner or GC, and thus the two parties must be able to negotiate options for a resolution.  

The consumer can take the return in and not wait weeks and weeks to get resolution.

They are set to close on January 9th and they are through almost all contingencies (selling their current home, inspection/resolution).

Idk if he lives there, but I have to be more proactive in getting a resolution. 

Are all corporate resolutions documented in writing and filed in the corporate book?

The resolution on the cameras these days is plenty good enough to make out individual faces.

If you have to go to court, and they actually show up (unlikely as they don't have a case), the judge might ask you guys to see a mediator and come to a resolution before he makes a ruling.
