Just to get started here in Chicago, there is a process through ComEd to assess, inspect, and permit submeters that took me 4 months to approve and install.

Sometimes we approve someone who has disclosed an adverse credit/financial history or has no rental history and we will require 3x coverage.

I would wait a while to get them at a discount but with condos, it always feels like a gamble because of future assessments, fee increases and difficulty getting a tenant approved in a timely manner.
