If they push back and insist it's a misunderstanding, give them a list of your problems and what they would have to do to prove the information is reliable, then give them one opportunity to apply with additional information.

They are off the hook, it doesn’t apply to them. 

You say nobody has complained, but you also don't have anyone else applying to rent, so maybe they just didn't mention it?

If you can apply this it is likely because you have gotten to know where you live over time.

I am now crunching this data for a general percentage (for my area) to apply to my ARVs so that when I buy in early summer my projections can withstand the more lagging market of the fourth quarter. 

It takes time but that's how you learn the numbers and apply it to your market.  

There are lots of parts of the country where building codes are not applied at all.
