No matter the fan you will have some ambient noise.

If it's ambient air, consider providing a dehumidifier or a/c.  

The biggest risk you actually run is not the failure of appreciation beyond the ambient inflation rate but the fact of depreciation such that you fall below it.   

I have to agree with the above regarding sealing the crawl space due to high humidity in ambient air.

But then installing an endless amount of ambient tube lighting.

Seems to me that if your ambient soil has issues and is moving, that a foundation problem will just happen again.Before you start dumping huge sums of money into this, you need a soils engineer, not a foundation contractor.

They also tend to have a wider viewing angle and can be used in a room with more ambient light.
