The RE agent looked like a homeless person looks in Southern Ca.  

When things go to hell they will make their rent payments --Visa will go unpaid but no one wants to be homeless

Look at SF  Portland and Seattle.. big movement back to the burbs because of companies leaving. now they are leaving because of defund the police and homeless and other social issues have made living there undesirable to many..

I had a homeless family destroy my kitchen and it was an absolute bear to get the Department of Homeless Services to help.

We hear lots of complaints about landlord laws, delinquent tenants, and homeless encampments causing trouble/damage. 

Maybe you could apply for government funding and turn it into a homeless shelter... sounds like that's what's happening now!

The property is extremely mismanaged and the tenants are quite undesirable. 20 of the units are affordable housing tenants and 5 of them are on a master lease with this company who lets the homeless community use the units.

That can include a site visit to their current home to see how they take care of the place (assuming they have one, we've had a few come from homeless shelters).

TRA is for people that are homeless and living in a shelter.

California is making it easy for those building for disabled Veterans, the homeless population, etc. in association with non-profit groups.
