It seems like she has a history of doing this to people in the past but covid has just been her golden ticket. 

I’d argue that a mix of custom and arcane, broker-serving laws sustains current practice, not market demand like for Delta tickets or Colgate toothpaste.

Plumbing, windows, driveway, etc - all big ticket items. 

Lots of the items you listed are small ticket items that are a cost of doing business and owning rentals.

I can get a direct flight to major metropolitan areas, but it would be much more difficult to get to Topeka or North Dakota, for example.I feel that I'd like to see the market at least once, to get a feel for the area and to meet the local team.

Small ticket items such as these, especially in the start of your landlord/tenant relationship, will go a long way.
