A great REALTOR will help you gather rental history and the cost to own and show you good sites for pulling rental projections, but you will need to do your own calculations.Everyone's mileage varies.

Depending on the value at the time of death and your basis you may need to file a gift tax return.I would speak with a CA attorney to determine the best type of deed to file and a tax professional to gather more information.

They should be able to determine the COC, annualized return, estimated ARV of a BRRRR, accurate rent comps and more.

Is there a more accurate way of assessing this? 

If you have anything in writing(texts, emails, contracts, etc) gather those.

Like websites or anything that gives accurate information.
