Are you going to require all tenants to undergo alcohol and drug testing?

Police cleared the house and let us in.There were a bunch of stolen bicycles and hand tools in the house, a cup of hot coffee on the table, dirty dishes in the sink, all the trash in the trash can, no signs of alcohol consumption, bag of marijuana on the table. 

There are some origination fees, 1% or so.Payback, if any, is still 15/20 years depending on consumption and cost.

- Is there any conditioning, filtering, softening, etc done prior to use/consumption on the property (if so, similar records for upkeep, etc for those systems/components)-  Water quality to the end user... this should be fairly easy to test and get a report on-  Why was the well installed?

Plus if the property was in a bad energy consumption shape and being repaired by buyer, government will reduce big part of transaction cost.

In use you would know from the consumption if there was a large leak.

There are some submeter solutions that if the electrical installation is separate, electrical box for each unit but one meter, you can install these and charge back to the tenant according to their kWh consumption. 

How about drug or alcohol addition?
