You are generally going to either buy it at 95% of value or what is owed, which ever is lower. 

You can certainly negotiate some closing costs from the seller on the buy side.

Often they like to ultimately buy their properties and will pay over market value so they don’t have to uproot the established program to stay in the home they’ve been renting.

Reason I ask is there are going to be a lot of real estate ventures where ALL money is lost, and many are due to poor management or buying a deal they should not buy.
