I have caulked the cracks around the kitchen window (they always find a new way to come out), set up the baits (mostly ignored), found one or two colonies in front of the house underneath the decorative rocks and sprayed them with HomeDefence (it helped for a week or two but then they came back), sprayed the perimeter with HomeDefence....Nothing seem to stop them.

We do insect perimeter sprays at our properties in the spring and autumn.

I assume that all they do is look at the soil and structure around the perimeter of the house, at the trusses, soffits & fascia?

That IS the roofers responsibility, and should have been used, along all the perimeter edges, valleys, rakes down the walls, and such areas (if not on the whole roof!). 

My insurance company sent out reps to inspect the outer perimeter and they told me i needed burglar bars on the first floor if i did not get them i wouldn’t have any insurance so there was a lapse for about a week until i was able to find someone to do it.

In C  and D multi unit properties I try to get ahead of the problem by inspecting every unit and doing perimeter spray.

I've read a vinegar or citrus perimeter barrier can work.

However, Leasee did complete a 100' perimeter board privacy fence (in the snow) in January with some helpers.
