You mentioned there are multiple parcels, is this just a coincidence or historically are similar parcels available? 

I've had a similar issue in the past and had to resolve it by phone.

In my market we have similar requirement on stairs and balconies only.  

And I fear it's a ticking timebomb similar to NINJa financing was.
